First 8 Month Highlights from Councilwoman McKenzie

DECREASED PROPERTY TAXES

 Lowered the Millage rate by 1.011 from 12.619 to 11.608 for College Park property owners, thus lowering taxes for the upcoming year for our residents. Jamelle refused to accept city staff's proposed increase that would only benefit the cities' $196+ revenue by $1 million but add an unwarranted burden to our residents.

LAND PURCHASE FOR FLINT RIVER HEADWATERS NATURE PRESERVE

 Completed purchase of Flint River Headwaters property from MARTA on August 1, 2024, adding - approximately 7 acres of green space to the city. This project will be a major component in attaching the city of College Park to a $150 million Atlanta Beltline project.

SECURED FEDERAL FUNDING FOR FLINT RIVER

 Secured $500k in federal funding from Congressman Scott’s office to apply towards the Flint River project. Funding was jeopardized in January when Council voted to cancel MARTA contract. Jamelle fought to keep funding intact by advocating with federal and local legislators

SECURED EPA BROWNFIELD PHASE 1 FUNDING

 Secured EPA Brownfield Grant funds to perform Phase 1 cleanup of Flint River property and Price Barbershop Musuem.  Pre-purchase funding commitment documentation was critical for Flint River project. Jamelle worked diligently with City and EPA staff to get this accomplished by the MARTA purchase closing date of August 1, 2024. 

SMART SAFE RESTROOMS IN BARRETT PARK

Opened SMART SAFE restrooms at Barrett Park (first of its kind South of I20) with wifi. Jamelle collaborated with city IT, Recreation, and Public Works staff and interim city manager to open long awaited restrooms in May 2024.

NO-COST INCOME BASED RECREATION

  Approved legislation to offer free recreation for all College Park families earning less than $50k per year at all our city recreation facilities. 

RAISED INCOME REQUIREMENTS FOR SENIOR TAX EXEMPTION

 Increased income limits for Seniors 65+ and disabled residents to 80k from 40k allowing more of our residents the ability to receive the Senior Homestead Property exemption. This will allow up to 700 senior and disabled homeowners to qualify for tax exemption.

RECREATION & MAIN STREET CORRIDOR IMPROVEMENTS

 Established over $800k in 2024-25 Fiscal Budget for recreation facility improvements at Badgett Stadium, Barrett Patk, Conley & Brady Recreation as well as Main Street improvements, Brady Trail enhancements, Main Street Depot upgrades utilizing Hotel Motel Car Rental taxes (and not a penny of residential property tax/general fund dollars). 

TWRC ROCK CLIMBING WALL

 Advocated for the wall and voted to preserve the TWRC Rock Wall by redirecting $60k to pay for wall repairs and future programming.  

COMMUNITY ENHANCEMENT PROJECTS

Allocated $120K in 2024-25 fiscal year budget in initiatives designed to give back to our local community: Ei: STEM lab and golf program for youth, financial workshops, local community engagement events, and more. 

JUNETEENTH PROCLAMATION & EVENT

 Advocated for and Established 1st official Juneteenth Celebration in the City of College Park and served on Cultural Arts Committee for City Our project management experts can help you plan and execute your projects more efficiently. We use the latest tools and techniques to ensure your project success.

First 8 Month Highlights from Councilwoman McKenzie

PRIVATE-PUBLIC PARTNERSHIPS

 Collaborated with local businesses and organizations to raise over $60k in private funds to hold community events such as Back to School Bash (served 1100 persons), Senior Springo (served 160 seniors), Movie Night on city hall lawn (September 14, 2024) upcoming events and more!  

INCREASED EMLPOYEE UTILITY CREDIT

⁠Increased the annual employee utility credit (for employees who live in College Park) from $2400 to $4800 for full time employees and from $1200 to $2400 for part time employees.  

EMPLOYEE QUIET ROOMS

 Advocated for and created 1st (ever) Employee Quiet Room (and federally mandated lactating space) in City Hall (with donated massage chairs). Three more locations will be added during the next 12 months.

LOVETT SCHOOL CIVIC LEADERSHIP CLASS VISIT

Organized and hosted Lovett School Civic Leadership Class of 45 students and their teachers at City Hall and our Historic Golf Course. Provided lunch and mini tour for the delegation.

CITY SECURITY CAMERA UPGRADES

 Advocated successfully for over $100K in city security camera upgrades and replacements as well as technology upgrades throughout the city. 

ATLANTA REGIONAL COMMISSION REGIONAL LEADERSHIP

 Selected as one of 57 leaders across 11 counties to participate in Atlanta Regional Commission’s 2024 Regional Leadership Institute.  "RLI is a unique program that brings together a cross-section of leaders from across the metro region to share knowledge, learn and discuss key policy issues that impact the region, as well as build relationships to shape our region’s future to be inclusive and equitable for all its residents."   Regional Leadership Institute (RLI) - ARC (atlantaregional.org) 

FEDERAL DELEGATION LEADER

Selected to represent the City College Park during Federal Legislative delegation trip to Washington, DC at the offices of Senators Jon Ossoff and Raphael Warnock, Congressman David Scott and Congresswoman Nikema Williams in March 2024 

GEORGIA MUNICIPAL AUTHORITY G.M.A. VOTING DELEGATE

Attended and represented city of College Park as voting delegate at the Georgia Municipal Association Annual meeting in June in Savannah and the Municipal Electric Authority of Georgia Annual meeting at Amelia Island, July 2024.

2024-25 Budget Workshop Recap/Update

 Our 2024-25 Budget workshops were scheduled to begin April 9, 2024.  However, due to our Councilwoman’s concerns about the delivery of the documentation and the scheduled items, Budget meetings will now commence April 16, 2024, at 6:30 pm. An updated schedule will be posted by Monday April 15,

On February 24, 2024, our newly elected City of College Park Ward 1 Councilwoman Jamelle McKenzie held her first official Community meeting. Guest speakers were College Park Interim City Manager Dr. Emmanuel Adediran and Police Chief Connie Rogers. In addition, Councilwoman McKenzie's community leadership team consisting of Ward 1 Board appointees Karen Jeremie, Dr. Leithea Williams, Tina Hill, Michael Lindsay, Zee Abernathy, Howard Levenson and James Walker, Esq. (Real Change Foundation) gave community updates. This segment documents the Councilwoman's (who was in her 56th day in office) report.

    I am honored to serve the residents of Ward 1. We have a diverse and amazing community, and it is an honor to be able to represent each of you. Here's a few things that might interest you about my first 45 days on City Council.

     

    Jamelle McKenzie's First 45-day Accomplishments & Activities



    1. Formed Ward 1 Community Champions Collaborative and held first Strategic Planning meeting on January 27, 2024. Our project consists of 8 teams that focus on different aspects of our Ward 1 Community.
    2. Senior Valentine’s Day Love outreach - met with Seniors living in College View Hills to show love and to give chocolate valentines and cards. Cigna was also on hand to provide live music from a saxophonist, roses and treats. Organized by Mr. Thomas Walters
    3. Valentine’s Day at City Hall and College Park PD. Shared chocolate valentines and cards with staff members at City Hall and College Park PD
    4. Set framework for Curbside Recycling program. Met with Public Works staff to review program and identify sources of revenue and grants to fund program. Still working on implementation and execution
    5. Met with College View Hills Resident Association President Morris to plan community projects for 2024 and attended first Resident meeting of the year. 
    6. Worked with PHOAA group legacy members to determine strategy for renaming 6West streets after local 6West trailblazers and partnered with Councilwoman Arnold to introduce Street naming project as a joint HBCU and trailblazers street renaming project. Will continue to partner to determine streets, HBCU’s and trailblazer candidates. 
    7. Prioritized improving council and mayor working relationships by identifying date and location for Special Retreat in March
    8. Attended GMA Cities Summit in January
    9. Attended MEAG training orientation in February.
    10. Attended Tri Cities Mixer in East Point
    11. Attended Push Push Soft opening in January.
    12. Attended Canopy event at East Point Arts Exchange in February 
    13. Attended Aviation Black History Program at Laster Chapel in February 
    14. Attended Senior Valentines Social at GICC hosted by CPPD.
    15. Attended Fire Dept Appreciation hosted by Congresswoman Nikkema Williams in February
    16. Attended January South Fulton Municipal Association Meeting 
    17. Created One Ward 1 website, newsletter, and social media site in conjunction with Community Champions
    18. Created Ward 1 Leadership team consisting of all Ward 1 Board appointees and attended all BZA, Planning Commission, BIDA, DMO and Keep College Park Beautiful meetings. 
    19. Attended Keep Georgia Beautiful Day at State Capitol with Public Works staff and KCPB Board members. 
    20. Led charge to replace outdated seats (chairs) for governing body in the Council Chambers
    21. Established project to upgrade City Hall Break room to create a more conducive environment for our employees. 
    22. Conducted study to examine traffic issues at Intersection of College St & Virginia Ave 
    23. Assisted multiple residents with issues related to trees, engineering, waste, and code violations.
    24. Attended meeting on February 7, 2024, with former Atlanta Mayor Shirley Franklin and our mayor and Councilman Carn to discuss several common ground solutions. to improve communications and understanding between our council and mayor.
    25. Worked with Congressman David Scott’s office on alternative funding for  the finding the flint nature preserve project through the federal government.
    26. Attended Legislative Luncheon at State Capitol and met with Legislators.
    27. Toured the FAA Campus tour with Councilwoman Arnold January 26
    28. Guest Speaker for SMDWC retreat January 27
    29. Attended Community meeting held by Ward 1 Community leader James Walker & the Real change foundation to address concerns - January 25
    30. Attended Price Barbershop Planning Session 1 January 30
    31. Atlanta Chamber black tie reception at GICC on February 3
    32. participated in the MLK parade with city of Jonesboro. Councilors Arnold & Carn and myself rode in recreation vehicle and had the opportunity to spend time with community members and elected officials from Clayton county municipalities. It Was an awesome way to celebrate the champion of nonviolent social justice, Dr Martin Luther King, Jr. 
    33. Met with several city department heads Getting to know roles of departments heads and how I can partner with them to achieve the goal of making our city the best it can be.
    34. Attended on January 12 the City of College Park Police Department promotion ceremony for our new sergeants and lieutenants.
    35. Toured Barrett Park to review technology for new Restrooms with CIT Michael Hicks and TECH Team leader Howard Levenson.

    1. Inaugural Ceremony at Trailblazers Black History Program on February 3, 2024, and given Shining Star Award
    2. Honored by College Park Citizens Association at special breakfast meeting on January 20, 2024
    3. Featured on cover and in Black History Edition of Style Maven Magazine for historic victory and life and legacy February 14, 2024
    4. Proclamation from Police Department for Establishing the Chaplaincy Corps and serving the City of College Park since 2017 on January 2, 2024
